Russian OS "Axis" refused to register in the national registry

About what operating system were «insufficient domestic», said the publication «sheet» one of the members of the expert Council under the Ministry of communications. The Council deals with the inclusion of the software in the registry, but in order for the procedure has been performed, the developer must provide all necessary documents within 30 days. Digging, NCI did not, so her application was rejected. Moreover, there was no provided evidence that the NCI has exclusive rights to the software, but it is impossible, because «Shaft» created on the basis of CentOS and Fedora — both belong to the American company RedHat.
Operating system consists of 1257 packages, 799 of which are taken from Fedora 7 without any modifications added from CentOS. Native packages in the OS just 19, while part of them is responsible for the design of software. Borrowed some packages also contain changes, but they mostly consist in the removal of references to CentOS and RedHat. In addition, a small change on the part of the settings.
The Developers of NCI believe that all is done correctly, because the operating system based on open source code, but contains both modules, so they soon plan to file a new application for inclusion in the registry.
